Had some discussion with WZL, who mentioned two work areas — a) the Data Flow working group, and b) the development of a document to the physical basis of the STV tests. Apparently I was being offered a chance to shift to the other (data) work. It seems important to me to “develop the physical basis of the tests in the STV program,” as I mentioned to WW & WZL before. WZL expects to be at BSD next week and will endeavor o obtain their approval to do this since it involves going to the various Aerospace contractors.

Listened to a mtg. in Lee Murray’s office on the STV Data problem.

Mailed another letter to FAA Admin N. E. Halaby, on a) the addition of a/c identity & remaining fuel to the beacon response, b) the development of the safety and separation volumes around each moving a/c for computer up-dating, and c) suggested HJM as a good man to operate BRD.

Discussed my 09 program of several years ago with Joe O’Brien. He was not able to suggest exactly why it did not add correctly. He thot it ok to change the format statements on Cards 3, 7 & 8.

Friday, 07 April, 1961

Finally decided to go to Ft. Sill. We were able to get a 1050 TWA flight from Tucson to Oklahoma City. My ticket was re-written twice.

JLV went to his home town in the neighborhood. I decided to go on home tomorrow, with JLV going to Ft. Sill Monday, since he is already in the West (?) rather than coming back out here.

Stayed at the ‘Y’ and went swimming.

Went up to Oklahoma City, where I stayed the night.

Thursday, 06 April, 1961

Arrived at Ft. Huachuca at 0820, spending the day with the ADP Dept. (Col. M. W. Muller), Major Black, and the RW/CSC people on Nuclear and Intelligence sub-systems. I’m about convinced that we should go to the operations people, say in the 7th Army, for the overall reaction times, rather that to continue going to the functional area people.

Left Ft. Huachuca at 3 PM for Tucson, going via the Saguaro National Monument. It was quite pleasant. Stayed at the Holiday Inn in Tucson. Put in over an hour at the airport getting space back to Boston to arrive earlier that 11 PM.

Spent the day at the ADP Department at Ft. Huachuca going over our need for data, which they did not have.

Tuesday, 14 March, 1961

Studied the Aeronutronics Document C-324 at length prior to calling J. N. Graham at Newport Beach OR5-1234 Ext. 2368. He said that the information referenced on page 4-109/Volume 6 is not in the form we need for stepwise identification of the activity leading to a decision, and it may not have the times. He will look into this and call back – tomorrow.

Rec’d notice from Doc. Rm. re: Aeronutronics Document C-236; it was requested on 3-6-61 via airmail special delivery and telegram followup today. Phone call from library re: this; Aeronutronics has referred this to the Signal Corps who said that the Design Plan C-236 no longer is available, that the equipment being built now is not designed under this plan.

After talking with Graham, I’m about convinced that the Army’s ADP program needs reorienting in that some method for obtaining information flows and the effects of changes in policies is needed.

Worked on the WSG report. Received the paperwork from Lt. Col. Brown at Fort Leavenworth; the cy. of FM 101-31 Chg 1 was sent through CONARC, so it will be another week or so before it gets here.

Sat in a group mtg. to talk about what to do for Darnell; JFN put an outline on the board of his contemplated next move; it stresses technical integration. Most of the group are vaguely aware of the existence of functional integration, but are not prepared to become aware of its implications. Proposal is to set up a pair of centers at AEPG.

Evening – Received all but one of the documents from Ft. Leavenworth and the one is that really needed FM 101-31 Chg 1; it was forwarded thru CONARC.

Wednesday, 08 March, 1961

Sat in mtg all day with Cols. Darnell & Edwards, JFN, JLV, AA, RJB, EK & Col. Bavarro to try and answer Darnell’s questions. He finally decided to have Bavarro make a chart to show him who would do what & when. His questions were:

1) method of Simplex phase-in.
2) Time-table for Phase II Simplex (AEPG /LL)
3) Creation of a Project Management Office
4) What Army should do in ADP field?
5) Questions on briefings for Army’s top management.

At 4 PM he decided that the first 4 had been answered. I have a feeling that we have been working on the wrong problem, particularly when Darnell said that the only thing new in the Phase I Report is the material in Appendix A on Theory of Command; he wants it bound separately so it can get greater distribution. He kept pointing out that he has to have examples of concrete gain by automation. He thinks he can get AEPG strengthened to set up 2 centers.

Darnell also made the comment that it has req’d a cost of $10/instruction to reprogram MASS for MOBIDIC.

Took DCH to Scout mtg.; the Committee passed Bill Klaus on his First Class tests. Went to the Hosea’s to see a set of pictures on Russia by a chap who had been to the international conference in Moscow on automatic control last summer.

Requested the Aeronutronics document, noted yesterday, thru the document room. Sent memo to Doc Room req 1 copy of the lesson plan and issue mt’l. for Unit 5-150 “Command & Staff Aspects of the Employment of Nuclear Weapons” from C&GSC. This memo later given to the Army Liaison Office, since it requests an Army document.

Sent a note to Hugh Miller re: what might be done by his activity; put a copy in personal file.

Picked up a 4’x8’x1/4″ sheet of pegboard at the Plywood Ranch; tried to get two 1/8″ sheets, but they didn’t have any.

Wednesday, 01 March, 1961

Made point to Lt. Col. Hall of

a) the need for integrating the subject matter from each functional area to provide the basis for command control, and
b) the existence of Forrester’s techniques — in relation to a laboratory for establishing the essentials for Command Control.

Talked some more with Major McCarren re: specific other inputs to the diagram noted yesterday.

Went to Archives Center & noted a number of documents on exercises; those by ORD seemed most useful.

Left for Boston at 2 PM, arriving at 10 PM; it took 2 more hours to get home! It was snowing.

Left C&GSC for Boston at 2 PM arriving at Boston at 10 PM. It then took 2 hours to get on out home! It was snowing and the a/c was in the stack for some time before landing.
